Full Job Description

We are currently looking for an Access Governance Manager to hold responsibility for overseeing and managing the access process and the Access Board. This will include supporting the Access Board and researchers applying to access the resource. You will bring your experience and expertise in governance, and you will manage and support all elements of the access process to the highest standards.

Our Future Health will be the UK's largest ever health research programme, bringing people together to develop new ways to detect, prevent and treat diseases. We are a charity, supported by the UK Government, in partnership with charities and industry. We work closely with the NHS and with public authorities across all nations and regions of the UK.

Our plan is to bring together 5 million volunteers from right across the UK who will be asked to contribute information to help build one of the most detailed pictures we have ever had of people's health. Researchers will be able to use this information to make new discoveries about human health and diseases. So future generations can live in good health for longer.
What you'll be doing

Your key responsibilities will include but not be limited to:

  • Managing and running an effective access process to facilitate efficient access to research datasets.

  • Providing excellent secretariat support to the Access Board working with leadership teams and other advisory boards as needed. This includes scheduling and planning meetings; agenda setting and ensuring important documents and meeting packs are prepared and submitted in advance of the meetings as well as high quality minute taking; maintenance of decision and action logs.

  • Planning regular reviews of the Access Board activities and ensure adequate reporting across other governance structures, including providing regular progress reports for various boards.

  • Managing and developing a team who will be responsible for the oversight and management of the Access Process.

  • Facilitating quick and efficient turn-around times for responses on research proposals submitted by researchers.

  • Serving as the primary point of contact for access queries internally and externally.

  • Overseeing the sample access management and re-contact frameworks.

  • Developing and delivering training for the access team to manage access queries from researchers.

  • Developing strategies and initiatives to ensure engagement with key internal and external stakeholders.

  • Supporting the Head of Access Governance and Executive Director of Ethics, Compliance and Governance.

  • Working with relevant subject matter experts or champions across Our Future Health and the relevant Boards to help advise on ethical issues.

  • Promoting effective work practices, working as a team member, and showing respect for co-workers.

    You will be motivated to have significant positive impact on sometimes difficult or uncertain issues and to get involved in any task required. To succeed, you will have some of the following skills and experience:

  • Significant experience of governance processes within health research or a relevant policy environment (for example in an academic, NHS, industry or charity setting).

  • Experience in managing and developing access processes in comparable research projects and other relevant organisations.

  • Line management experience.

  • Able to identify and respond to challenging access-related questions.

  • Awareness of ethical and legal issues (and professional debates) relating to genetics/genomics, the handling and storage of human tissue and storage and around access to personal and health data.

  • Significant experience of managing and developing robust and effective governance processes.

  • Knowledge of workings of relevant external authorities and regulatory agencies.

  • Understanding of regulatory roles and requirements in research ethics and research tissue banks.

  • Experience in developing policy and compliance training.

  • Well-developed and professional interpersonal skills, demonstrating an ability to interact effectively with people at all organisational levels.

  • Experience of working in the charitable, health or research sector.

  • Able to work unsupervised, exercise leadership and influence change.

  • Excellent writing and presentation skills.

  • Strong change and project management skills, including the ability to manage time well, prioritise effectively and handle multiple deadlines.

  • Able to undertake large, long-term projects, develop alternative methods to complete them and implement solutions.

  • Able to use independent judgement and discretion when making the majority of decisions.

  • A detail-oriented approach is needed to recommend and implement strategic improvements on a range of ethical and regulatory issues.

  • The ability to handle confidential and sensitive information with the appropriate discretion.
