Full Job Description

Accountable for managing end-to-end assessment activity through a team, managing system-based assessment activities
Manages operational risk, ensuring that local authority risks are managed appropriately, escalating any issues through the relevant governance mechanisms
Manages resources efficiently and collaborates to support delivery and mitigate risk as appropriate
Ensures appropriate escalation is taken in partnership with the team. Using specialist legal advice as appropriate
Ensures Data & Insight operational insights are appropriately applied for the local authorities, for example system-based risks, working in collaboration with Network colleagues, Hub, Data & Insight Unit when required
Works closely and effectively with operational colleagues, Senior Specialists, Regulatory leadership managers, and other key business partners to support delivery and mitigate regulatory risk, taking proactive steps to drive improvements, problem solve and manage issues as they arise and to ensure a successful outcome
Ensures appropriate and timely safeguarding, owning local delivery of the safeguarding agenda and approach
Liaises with and ensures effective support from function Business Manager and / or support team
Responsible for developing and managing relationships with external stakeholders
Supports CQC to respond to concerns from the public, POCU and MPs
Deputises for the Deputy Director, Local Authority Assessment, as appropriate
Provides line management to their team in the area of responsibility and work with Operational colleagues, Senior Specialists, Regulatory Leadership managers to ensure colleagues have the appropriate support to undertake their role and aid career development
Ensures delivery of relevant Key Performance Indicators
Maintains personal expertise in relevant specialisms by participating in continuing professional development and the implementation of personal development plans for self and others
Promotes team and individual awareness of CQC strategy, policies and procedures
Plays an active corporate leadership role, including role modelling inclusive behaviours in everyday interactions and promoting diversity and equality of opportunity, treating everyone with dignity and respect and challenging discrimination
Promotes a culture of respect and fairness and understands personal responsibilities around delivering against CQC diversity and inclusion strategy

We are looking for people who can lead the way in this new role for CQC and influence the future direction of our approach and system design.

This is a home-based role but will require travel nationally to the relevant sites. There will also be a requirement to attend face to face training and meetings., Highly expert in managing operational delivery (Essential)

Grade A: £52,737 (National Framework) or £58,139 (London Framework - if you are London office based or homebased and live within the boundary of the M25)
There is also an additional homeworking allowance of £553 per annum for those working from home and an Operational Car Working Allowance of £482 per annum.

Contracted Hours: Full time 37 hours per week

Please ensure you have permission from your current employer to be released on secondment before you apply., With the introduction of the Health and Care Bill, CQC will have new powers regarding assessment of how local authorities (LAs) deliver their duties under Part 1 of the Care Act. These new powers will support us to deliver on our new strategy to look at how care is provided by a local system, delivers on what is important for people using the services and reduces inequalities in their care.
