Full Job Description

As Head of Commercial you will to work with the Business Unit's, providing reassurance to Group through commercial audit and assurance reviews that operating contracts are being administered in accordance with Amey commercial and risk policies and tender/budget strategy. You will also assist in supporting complex contract commercial disputes, Group Commercial initiatives, and potential business acquisitions.

You will be responsible for:

Audits & Assurance Reviews (primary role):

  • Carrying out commercial audits and assurance reviews based on key principle and strategic risks and support the Group Finance Audit team (where required) as part of 2nd line of defence (assurance) in Amey's Enterprise Risk Management Framework.

  • Developing and approving an annual Commercial Audit Plan based on key Business commercial and operational risks.

  • Root cause analysis of issues identified in audit findings to assist the business take corrective actions and mitigate present or future risk.

  • Develop commercial recommendations to facilitate contract recovery and work with contract teams through the implementation of recovery plans.

  • Develop electronic tracker to ensure that identified actions are timely closed out and escalated as required.

  • Provide value-added commercial services and strategic advice to the business beyond the effective execution of the commercial audit plans (Trusted Advisor).

  • Achieve savings through mitigation of key contractual risks, non-compliance, proactive asset management and efficiency management.

  • Reporting to Group Commercial on the Audit findings and provide recommendations.


  • Commercial (secondary):

  • Implementing and driving consistency of commercial pre contract processes.

  • Supporting Bid Directors and the business streams in winning strategic bids through the development of commercial solutions and strategies.

  • Understanding & minimizing risk to Amey in the future delivery of contracts secured through bidding.

  • Pre contract opportunity and risk management using the business' risk management tools.

  • Develop, in conjunction with Procurement, appropriate supply chain strategies for winning bids and successfully delivering contracts.

  • Ensure that all Contracts/Internal Trading Agreements are fully executed, stored in a central repository.

  • Development of Joint Venture Agreements with strategic partners

  • Support the Business Units with major disputes resolution and claims.

  • Promote the Amey "Zero Harm" Safety Culture and support delivery of Target Zero Action Plans through bidding.

  • Support the Group Commercial initiatives to ensure the function provides the appropriate support for the business.

  • Hold a quantity surveying, commercial or related profession, degree or master's degree [or have minimum +15 years demonstrable experience of operating in a senior commercial role].

  • Experience in carrying out commercial audits of live contracts and developing recommendations.

  • Managing commercial strategy on multi-disciplinary bids more than £100m

  • Track record of winning work and/or delivering good project returns

  • Leading dispute resolution procedures and proactively implementing dispute avoidance.


  • In addition to this, it would be desirable if you have experience in:

  • Health & Safety awareness and ability to enforce safety policies and compliance in Commercial terms.

  • Strong commercial and financial acumen with analytical and problem-solving skills.

  • Ability to carry out Commercial audits and then output into an executive summary report for the Group Commercial Director.

  • Detailed knowledge and legal understanding of standard forms of contract and those specific to the support services market, in particular NEC form of contract

  • Knowledge of the UK governments' agenda for support services including the Outsourcing or Construction Playbooks

  • Awareness of the wider industry drivers, direction of travel and competitors

  • Ability to recruit, develop and retain staff.

  • Strategic communicator with ability to present and negotiate a compelling case to a variety of audiences.

  • Strong Collaborator both with internal and external audiences
