Full Job Description

  • Ensure the Estates department is compliant with all aspects of the contract and service delivery, in particular but not limited to statutory obligations for the maintenance of properties, assets and systems and can always be readily evidenced.


  • Develop and maintain a process of continual improvement through efficiency, added value and best in class delivery.


  • Work collaboratively within the Estates Management team.


  • Develop foster and maintain open and honest relationships with key stake holders including within the Trust and SPV.


  • Develop and maintain relationships with key Mitie stake holders and delivery partners.


  • Ensure contractual compliance with the PFI contract terms and conditions, making sure all contractual elements of the service delivery are consistently provided, whilst also achieving the commercial aspirations of Mitie and the client - the Special Purpose Vehicle (SPV).


  • Main duties

    -Policy development for compliance and determining the best way of implementing and maintaining the policy.

    -Providing the necessary management tools to ensure compliance by the operational responsible persons.

    -Produce monthly reports for the business and evolve these reports as required.

    -Monitor trends and make recommendations for improvement.

    -Produce ad-hoc reports as requested.

    -Planning attendance at governance meetings.

    -Development of an operational audit plan, implementing the plan, undertaking audits, and ensuring others required to audit are suitably trained.

    -Ensure compliance with external audits and manage any remedial works/actions identified through to completion in required timescales

    -Analysis of audit information, managing and driving any identified actions to completion communicating progress

    -Contribute to the risk register, design, and development, updating and liaison with the business where necessary.

    -Support and develop employee awareness of compliance.

    -Attend working groups, provide updates on initiatives and manage all initiatives through to completion

    -Manage all safety alerts meeting return dates

    -Ensuring that Documentation and Database Systems for key AP / Technical lead roles are maintained to ensure that contract service level information is fully visible with Appointments and key training requirements proactively managed.

    -Work closely with the authorised persons across the contract to manage Corrective actions, reporting on progress, trend analysis.

    -Develop a good professional working relationship with our customers and key stakeholders.

    · Any other duties commensurate with the post.

    · Achieve the Services Standards (contract Schedule-14), comply with Mitie policies and procedures, and assisting managers in delivering high quality planned and reactive maintenance (maximised first-time-fix and minimal remedials) to programme as evidenced and recorded in the Computer Aided Facilities Management system (CAFM). All planned maintenance to be completed by its due date and closed in the CAFM system (all documentation or other records required are uploaded and status of all jobs closed) within 3-working days of month end.

    · Minimise the accrual of Deficiency Points (DP) in respect of the Estates Service, making sure in any six consecutive Contract Months the contract does not exceed 250 DP in any month and to reduce each month. In the event of an increase, a recovery plan must be issued to the Account Director within 5-working days of the end of the month. This plan must be updated showing progress weekly.

    · Response to any Warning Notice issued by Project Co, promptly remedying any deficiencies notified in the Warning Notice. A recovery plan must be issued to the Account Director within 5-working days of a receipt of any Warning Notice. This plan must be updated showing progress weekly.

    · Complete Mitie's 'Licence to Lead' programme evidencing progress through this programme annually on Mitie's Training Hub.

    · Document any request for contract variations and coordinate with the account's Commercial Manager to implement those changes in accordance with the contract variation procedure (Schedule 22).

    · Deal with any escalations, including client complaints or concerns or safety issues and support your peers as they require to resolve all issues promptly.

    · Challenge and promote safe working ensure Quality, Health, Safety and Environmental (QHSE) compliance is at the forefront of what is delivered as evidenced by application of Mitie's LiveSafe procedures, continuous improvement of Hazzard Observations reported through Mitie's LiveSafe application, no Lost Time Accidents (LTA) or serious workplace accidents, occupational diseases or specified dangerous occurrences (near misses) as defined by the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR).

    · Ensure effective Risk Assessments and Method Statements (RAMS) are used for all works delivered to all buildings by Mitie employees or subcontractors as evidenced by documented, readily available RAMS.

    · Carry out a Level-1 (self-audit) Critical Engineering and Technical Assurance (CETA) audit annually in accordance with Mitie's Procedure for the Management of Technical Audits using the MTS(P)0005 audit form, review with the Account Director, and remedy any shortfalls within 30-days of the audit date. Retain the audit report for evidence. Support CETA auditors for Level-2 or Level-3 (external audits), and remedy any shortfalls within 30-days of the audit date to the satisfaction of the auditor.
