Full Job Description

We are looking for a forward thinking, ambitious leader with a fresh approach to shaping the service, with the ability to lead, inspire and motivate others to ensure we deliver on our plans. This role will provide you with the opportunity to make a significant difference as well as a platform to enhance your career in the longer term.

This exciting role will provide strategic leadership in the delivery of the Council's highways infrastructure and functions in an effective, sustainable way to ensure a stronger and safer City, with cleaner, greener communities.

You will join an experienced and hardworking team and be the Council's most senior expert providing advice and guidance to Council committees and senior leadership to ensure informed decisions regarding Highways functions are made.

You will provide innovative and creative solutions to service delivery problems and community expectations across a wide range of complex subjects, promoting good customer relations and quality of the services, including where it involves policy change and a significant impact on other services including those of partner agencies.
You will hold the statutory role of Traffic Manager on behalf of the Council and ensure the authority performs its network management duty and manage the Council's Highway Authority functions.

Ensure the financial effectiveness of each part of the service to deliver services within budgets.

Be accountable for achieving the service objectives, standards, performance measures and targets set out in the Service Plan and Performance Management System together with Council objectives and targets.

The role sits within the Place directorate alongside major project delivery and other related services, asset management and economic development. Alongside colleagues, you will take a lead role in the event of an emergency, major incident or business interruption, providing tactical leadership to the Council in the event of any situation that requires a coordinated emergency response.
