At Derbyshire, we have been on a journey to transform the way we deliver highway services to make them fit for the future and allow us to invest effectively in our network. As we begin to implement our new structure, we have an exciting leadership opportunity in our newly created Highways Commissioning Service.
The role of the Highways Commissioning Service is to ensure that a consistent approach to commissioning is applied to the delivery of all highways services. The successful candidate will provide strategic direction for all Highway Asset investment aligned to Highway's asset management principles, best practice and agreed specifications, whilst taking account of citizen and member feedback within a value for money framework.
This role will report directly to the Assistant Director for Highways Commissioning and is integral to the operation of our reimagined Service. With influence across the whole of the Highways Service this role will require wide ranging and detailed technical knowledge to ensure the delivery of effective, efficient and value for money services.
Key responsibilities for this role are:
+ Creation, development and management of a professional and highly effective Commissioning Management Service.
+ Provide technical leadership across a wide range of highway areas to deliver prioritised commissions taking account of best practice, agreed specifications, standards and asset management policy, whilst ensuring the effective use of resources, providing the optimum highways investment and delivering value for money.
+ Preparation and maintenance of a long term coordinated forward programme of highway maintenance works. Prepare business cases and funding bids aligned to asset need.
+ Provide leadership to a Programme Delivery Office (PDO) to ensure programmes and projects are efficiently and effectively delivered, providing the requisite management reporting and network analytics that the service requires for effective strategic and operational management in collaboration with the Asset Strategy and Network Management functions.
+ Creation of the annual Highways Service Plan, to deliver the Council's priorities and outcomes with the Council Plan, Service needs and priorities.
We are looking for someone with

+ Relevant professional qualification plus significant senior level experience in a similar work environment or extensive highways related experience backed by evidence of appropriate specialist knowledge.
+ An ability to apply the principles of effective public sector commissioning to objectively assess need, based on evidence and information, and make strategic decisions in relation to Service priorities, work schedules and programmes.
+ Substantial and wide-ranging understanding of the construction, operation, and maintenance processes which are applied across all areas relevant to a Highway Authority.
+ Substantial experience of growing and managing a team, motivating staff, achieving organisational goals and budget management
+ Programme and project management skills to build high levels of confidence in the delivery of complex and/or high value projects.
