About the Role:

The Smart Metering Implementation Programme is a high profile programme, led by Government but delivered by industry, through which smart meters will be offered for installation in every home and small business by the end of 2020 - delivering a manifesto commitment. It is the most significant change programme in the energy industry for forty years.

Smart meters record energy consumption and automatically communicate it to energy suppliers and consumers in near real time, enabling accurate billing and reducing system costs. They will enable households and small businesses to understand their energy use better, save energy and reduce carbon emissions. Smart meters will enable faster switching, and form the foundation for a smarter energy system which could save £40 billion over the coming decades.

The successful candidate will join the Programme at an exciting time. There are 12.8 million smart and advanced meters operating across Great Britain and over the next 12 months energy suppliers will continue to ramp up their second generation meter installations. The energy suppliers will also be targeting non-domestic consumers more proactively towards the back-end of 2019 as they seek to increase the rollout to this core group from one to three million. In addition, the Programme is increasingly in the spotlight as it enters the forefront of public and parliamentary consciousness.

About the Team:

The role sits in the Benefits and Realisation Team in the Programme. The issues we work on are varied and complex, and have an impact on consumer experience as well as the delivery of wider programme benefits. We have prioritised three sectors as the initial focus of our non-domestic approach (retail, hospitality and schools), with this role progressing engagement with the retail sector. There may be scope to extend the sector focus once work is well-advanced. We work at pace across team and organisational boundaries. We are a motivated and friendly team that has a clear purpose and supports personal development and flexible working.

Key Responsibilities:

• Develop and implement a retail sector plan to raise awareness of the benefits of smart meters to non-domestic consumers in the industry, increase uptake and encourage energy management.

• Develop and maintain a strong and collaborative dialogue with stakeholders across government and in industry, and an understanding of how to leverage those stakeholder relationships to achieve our shared ambitions.

• Develop a stakeholder engagement plan to support the sector approach.

• Monitor progress against plan, developing outcomes to demonstrate the effectiveness of the approach and to feed into programme metrics.

• Contribute to building our evidence base for the non-domestic consumer and understanding of how to effect change across the target sector.

• Support the work of the wider policy team in developing regulation for the rollout of smart meters in non-domestic premises.

• Work collaboratively with officials and partners involved in the non-domestic smart meters innovation competition (NDSEMIC) to support the development of energy management tools for retail and the adoption of the outcomes across the sector.

Person Specification:

• Good stakeholder engagement skills - a key focus will be to work collaboratively with industry partners to develop well-evidenced, credible and impactful interventions.

• Good interpersonal, verbal and written skills.

• Resilience and an ability to adapt to changing business needs. You need to be comfortable working in a fast moving environment where tasks may change as our understanding of the environment that we are operating in develops.

• Experience of working with and understanding the challenges and priorities of businesses, particularly SMEs.

• Project delivery experience. You should have a an understanding of project and programme management techniques and a proven track record in delivering results at pace.
