Infrastructure  Manager (Maternity Cover) 12 Month Contract
Reports to: Head of Strategy Main purpose:  
 

To evolve and implement the LEPs infrastructure strategies and plans covering clean growth, housing, transport, digital, utilities and flood defences; oversee and support the LEPs infrastructure boards; and support the LEPs infrastructure projects and programmes.   

Key relationships: Chief Executive, Chief Operating Officer, Head of Strategy, executive team members, board members, external stakeholders incl. local authorities and Government departments 

Key Responsibilities:  

Strategy development and implementation - lead the continuous development and implementation of the LEPs clean growth work around infrastructure, transport, housing, digital connectivity, utilities and flood defences, working closely with the relevant board and groups and the local authority teams.  

  • Support the implementation of the Local Industrial Strategy and the Economic Strategy by ensuring relevant action plans for infrastructure and clean growth are aligned or developed and implemented.   
  • Work with the Transport Board and partners to implement the Integrated Transport Strategy ensuring an action plan is developed and delivered in line with the Economic Strategy.   
  • Lead for the LEP on a strategy to maximise digital connectivity (fixed and mobile) across Norfolk and Suffolk.   
  • Work with partners to deliver the Local Energy East Strategy and review the LEPs input with respect to clean growth.   
  • Lead for the LEP in developing a housing evidence and lead on relevant initiatives.   
  • Work with the Funding Manager to identify ways in which the LEPs infrastructure strategies can secure funding from all available sources to achieve their goals.   
  • Work with the Growth Deal Manager and the relevant Boards or groups to ensure a strong robust pipeline of infrastructure projects are developed and implemented through the Capital Growth programme. Act as the relationship manager for successful infrastructure projects.   

 

Strategy monitoring and reporting
Build an effective reporting and working relationship with the relevant groups and boards including the Transport Board, ensuring the LEP Board, subgroups and LEP executive team are kept informed and engaged in delivery.  
 

 

  • Coordinate the work of the Transport Board, organising the agenda and papers in conjunction with the chair and local authority colleagues.   
  • Work with the Economic Analyst to develop an enhanced plan and metrics for monitoring and measuring success of the infrastructure projects and programmes and contribute to the wider evaluation of activities.   
  • Produce regular performance reports for the LEP Board, presenting and participating in LEP Board meetings when required.   

Stakeholder Engagement
Develop, manage and deepen relationships with a range of stakeholders locally, regionally and nationally.
  
 

  • Engage with the LEP Network and participating in national projects ensuring best practice is shared and brought back.  
  • Develop a strong working relationship with bodies such as National Infrastructure Commission, Homes England, Housing Associations, BDUK, DfT, MHCLG, DCMS, and Environment Agency, UK Power Networks, Anglian Water, BT etc.   

Health & Safety / Environmental Health   


  • Implement the legal obligation to maintain a safe working environment at all times   
 
  • Follow the companys procedures, as described in the Health & Safety Policy   
  • Report anything unsafe to the Health & Safety Competent Person and report accidents, near misses and so on in the accident book   

 

Team   

 

  • Show awareness of the needs of fellow team members and show them courtesy  
  • Communicate effectively with others in the team   
  • Work collaboratively with colleagues in order to meet the objectives of the business  
 
  • Contribute to team meetings and put forward ideas and feedback in order to improve ways of working

 Person Specification Essential Desirable Qualifications Is educated to degree level or equivalent. Any other relevant professional qualifications. Experience Working in an office environment with multiple departments. Excellent track record in project management of infrastructure projects. Experience of partnership working, including negotiating, communicating and joint working with internal/external organisations to achieve outcomes. Evidence, or detailed understanding, of working effectively within a political environment, providing clear, balanced advice and guidance. Experience of interacting with business leaders or local authority leaders. Skills/Knowledge Knowledge of UK Planning System & current planning policies. Flexible and adaptable to a varied workload. Excellent written and oral communication skills. Able to build productive working relationships with partners and stakeholders, working as part of a virtual team. Able to adopt a strategic view and relate strategy to practical actions and outcomes. Knowledge of regeneration and economic development and current national policy. Able to prioritise and organise effectively. Professional at all times. Extremely organised and confident in pressure situations. High level of IT competence, incl. MS word, outlook and excel. Must be able to travel to parts of Suffolk and Norfolk not served by public transport. Good team worker with a flexible and positive approach. Able to convey complex ideas, in an objective manner, to people with varying levels of regeneration and economic development expertise.
