Governing Body Lay Member - Finance

NHS West Norfolk CCG are seeking a Qualified Accountant to be a Lay Member The successful candidate will bring experience, objectivity and challenge to the governance of the organisation. If you have gained senior level expertise in the private, public or voluntary sectors, this offers and exceptional and rare opportunity to put your talents to use by making a positive difference to the lives of people in our community.

As well as sharing responsibilities with the other members for all aspects of the CCG Governing Body business, as a lay member you will bring specific expertise and experience as well as your knowledge as a member of the local community, to the work of the Governing Body. Your focus will be strategic and impartial providing an independent view of the work of the CCG that is external to the day to day running of the organisation. You will help to ensure that in all aspects of the CCGs business there is transparent and clear reporting and appropriate scrutiny of financial and business control.

Specific requirements of the role will be to chair the Finance and Performance Committee, providing scrutiny on behalf of the Governing Body. You will also need to work with the Chief Finance Officer to ensure there is robust financial planning mechanisms in place in the CCG. The role, skills and experience required for this holder post are outlined in full in the application pack.

In brief you will have the following knowledge and experience:

be able to assess and confirm that appropriate systems of internal control and assurance measures are in place for all aspects of governance, including financial and risk management;
have an understanding of the role of audit in a wider accountability frameworks;
have an understanding of the resource allocations devolved to NHS bodies and a general knowledge of the accounting regime within which a CCG will operate;
have the ability to chair meetings effectively;
be able to give an independent view on possible internal conflicts of interest; have recent and relevant financial and audit experience which is sufficient for you to competently engage with financial management and reporting in the organisation and associated assurances;
have an understanding of the West Norfolk Health & Social Care System;
must not be subject to any disqualification criteria for Governing Body Members (see application pack).

This role will have a time commitment of 2.5 days per month (currently under review).
Remuneration for this role is £7,882 per annum paid via the CCG payroll system. This payment is subject to prior deductions for income tax, national insurance contributions and any other applicable statutory deductions.
