Educator Solutions Operations Manager

37 hours per week

Permanent contract (with senior level apprenticeship training opportunity)

 

Norfolk County Council is looking to recruit an Operations Manager to join the strategic management team of Educator Solutions and lead on managing the operations that enable the efficient and effective deployment of resources to deliver services to customers, NCC and other stakeholders.


Educator Solutions is a Norfolk County Council trading enterprise and part of the Education Services department. It provides educational expertise and business solutions from Norfolk County Council and other trusted partners, to education establishments such as schools, academies, colleges and pre-school establishments in Norfolk and beyond.


You will provide strategic leadership of staff engagement and development supported by clear, reliable and consistent business processes. This will include direct responsibility for support functions such as organisation development, customer services, continuous improvement of business processes, management information, procurement and contract management, quality assurance and implementation of consistent compliance of regulatory and best practices. 


You will be responsible for a team of thirty staff, providing support spread across the whole enterprise, as well as close liaison and work/project experience with colleagues elsewhere in Education Services. 


We will consider applicants who have either the full range of qualifications, skills and experiences appropriate to the position, or an experienced operational manager who is looking to progress their career into a strategic leadership role and is committed to obtaining the additional skills through the degree (Level 6) apprenticeship opportunity which will include a wide breadth of development opportunities.

 

We are looking for someone who:

  • Has at least HND (Level 5) qualification in a business-related subject
  • Has time and ability to complete to the Chartered Manager Degree Apprenticeship*, or qualifications and experience that covers the skills included (see Person Specification)
  • Has at least 5 years experience of leading staff in a large and complex organisation at a senior level
  • Can demonstrate business awareness, including the management of budgets, analysis of financial performance, preparing business case information to support new service development and allocating resources in an agile response to opportunities and threats
  • Is skilled at managing and leading procedural and cultural change through teams of people, including training and facilitating workshops.
  • Has experience of participating in business process reengineering projects including the specification and implementation of business application systems.
  • Is highly numerate and can use management and quality data to measure and improve performance
  • Understands how to use risk management techniques and processes to maintain business continuity
  • Has experience of contract management with suppliers, partners and customers

 

Eligibility for entry to the apprenticeship training and the levy funding is subject to existing qualification and suitability.
