Function

The UK Power Networks Services directorate which forms an unregulated part of the Networks business, focuses on designing, building, operating and maintaining, safe, sustainable private electrical and multi-utility networks for owners of major infrastructure. Private distribution systems currently managed include HS1, London City Airports, Docklands Light Railway and Canary Wharf Buildings.
The job role is principally overseeing the HS1 distribution network although the control function will also cover other private client networks that UK Power Networks manages.
The job role requires the individual to undertake control, strategic planning and asset management functions within a small team based at Singlewell.
HS1 is the first UK High Speed Railway providing high speed routes for continental trains into Ashford, Ebbsfleet, Stratford, and St Pancras. UK Power Networks Services designed, built, own and maintain the traction supply substations and 11kV Networks that supply track based equipment along the entire route. Network Rail's EMMIS controllers are responsible for the day to day operation of the system.

Job Purpose:

To ensure the safe operation of the private distribution networks that the UKPN Services manages for its Clients, whilst maintaining an overview of network security and availability. Ensuring that UKPNS HS1's works are coordinated with its stakeholders and that a robust asset management strategy is in place.

Principal Accountabilities:

  1. Monitoring the distribution system using EMMIS view only SCADA information systems.
  2. Dispatching and coordinating the appropriate UKPNS fault response team.
  3. Providing advice to EMMIS Control to allow a rapid restoration of supply in fault situations.
  4. Providing technical advice to EMMIS Control and field operators.
  5. Giving authority for all HV switching and the authority for the release of apparatus and plant.
  6. Preparing reports on faults and other network operations.
  7. Consulting with Control Engineers of other systems (e.g. EMMIS, UKPN & NG) complying with the Grid and Distribution Codes and all relevant Safety Rules, instructions and procedures.
  8. Before giving the authority for the issue of Safety Documentation to ensure the necessary operations to obtain safety from the inherent dangers of the system are carried out.
  9. Working flexibly across the Services team to ensure that the current and future needs of the customer and business are met.
  10. Communicating effectively with other members within the UK Power Networks Services team and Network Rail HS1 to create strong working relationships.
  11. Carrying out outage planning with NWR HS1, NG, UKPN and other Stakeholders as appropriate.
  12. Analysing asset performance and contribute to the development of HS1 asset management strategy.
  13. Support work scheduling activities.
  14. Provide support with EMMIS Controller and Control Engineer training.


Nature & Scope

The control, planning and asset management functions within UKPNS HS1 are headed by the Lead Engineer Network Control - HS1 who reports to the HS1 Operations Manager.
Three/four staff have day to day responsibilities to ensure the control function is covered during office hours Monday to Friday and out of hours for planned switching. They also participate in a standby rota to provide out of hours cover for fault response.
When not covering the control role the job holder is responsible for helping to develop the UKPNS HS1 asset management strategy. As part of the team's long term asset management the individual will be responsible for ensuring UKPNS HS1's asset management system is maintained, analysing the performance of various assets and carrying out data analysis using the asset management system.

The job holder is responsible for ensuring fault data is captured and fed to HS1 and NWR HS1 within twenty four hours of any fault occurring.
The job requires the individual to carry out strategic planning to ensure UKPNS HS1 works are accurately programmed and coordinated with stakeholders.

Key Competencies:
  • Advanced Computer literacy (Ability to work with Word, Excel and SAP Systems)
  • Hold full driving licence.
  • A thorough understanding of all statutory requirements, including HS&E regulations.
  • Strong Team player.
  • Excellent analytical, organisation & planning skills.
  • Ability to identify problems, understand key issues, investigate alternatives.
  • Ensuring compliance with CDM and UK Power Networks Services Health and Safety policies.
  • Compliance with UK Power Networks Services quality policies.
  • Operate and update Asset database in respect of project activities.
  • Support the development of UK Power Network Services policies and procedures to ensure compliance with accreditations such as ISO 55001.
  • Responsible for both reactive and planned maintenance activities.
  • Ensuring the compliance with the distribution safety rules during all activities.


Skills Qualifications and Experience
  • Good knowledge of power and distribution HV Systems.
  • Technical qualification or equivalent experience.
  • Proven background in planning and organisational activities.
  • UKPN or Electrical industry background.
  • Preferably educated to HNC or equivalent, with a minimum of ONC.
  • Highly Desirable - Control Engineer HV or LV authorisation or other relevant experience.
