Full Job Description
The Project Manager will be responsible for managing minor works and small projects across a geographically dispersed portfolio of operational water and wastewater assets, including treatment works, pumping stations, service reservoirs, depots, offices, and associated buildings and structures. The contract spans Worcestershire, Gloucestershire, Shropshire, Staffordshire, Warwickshire, Nottinghamshire, Leicestershire, Derbyshire, and Hafren Dyfrdwy's Welsh operational area. Works will primarily be delivered via a measured term / NEC-based contract, incorporating self-delivered and subcontracted packages across building fabric, civils, mechanical and electrical disciplines, within live, safety-critical and highly regulated operational environments. This role requires close collaboration with STW operational teams, asset managers, framework managers, supply chain partners, and end users to ensure works are planned and delivered safely, compliantly, and in line with water industry standards, regulatory obligations, and contract KPIs.
- Reporting to: Projects Director, Manage the end-to-end delivery of minor works and small projects across STW's operational estate, from instruction through to completion and handover
- Deliver works in accordance with NEC forms of contract and measured term arrangements, ensuring compliance with contract mechanisms, instructions, change control and performance measures
- Coordinate and manage self-delivery teams, subcontractors, suppliers and consultants, including specialist civils, building fabric, mechanical and electrical disciplines
- Plan, programme and sequence works, producing and maintaining robust programme and workflow controls appropriate to reactive and planned maintenance delivery
- Operate in line with NEC collaborative principles, promoting early warning, proactive risk management and transparent communication
- Manage Early Warnings, change events, risk mitigation actions and programme updates in line with NEC and STW governance requirements
- Ensure full compliance with Health, Safety, Environmental and Quality systems, including CDM Regulations, water industry safety standards and STW site rules
- Undertake Principal Contractor duties where applicable and ensure works are delivered safely within live, operational water and wastewater environments
- Take ownership of commercial performance, including cost control, forecasting, variations, and risk management across multiple concurrent workstreams
- Monitor and control programme, cost, quality and resources, ensuring works are delivered within agreed response times, budgets and service levels
- Manage subcontractor procurement, performance, competence, compliance and coordination in line with STW and GRAHAM requirements
- Act as the primary operational interface with Severn Trent Water stakeholders, site managers, operational staff and framework representatives
- Chair and attend progress meetings, safety meetings and performance reviews, ensuring accurate reporting and audit-ready records
- Maintain robust project, commercial and contractual documentation in accordance with NEC, STW and GRAHAM governance frameworks
- Oversee commissioning, testing, certification, defects management and close-out activities
- Compile and submit accurate handover information, including certification, asset data and completion records
- Support delivery of social value, sustainability and environmental objectives, aligned with STW commitments and GRAHAM values
- Drive continuous improvement, innovation and best practice across reactive and planned maintenance delivery
- Positively represent and promote GRAHAM's values, brand and professional reputation within the water sector
1. SMSTS qualification 2. NVQ Level 6 or 7 (or equivalent) in Construction or Project Management 3. Proven experience as a Project Manager within hard FM, maintenance, civils or construction environments 4. Demonstrable experience delivering works under NEC forms of contract (NEC3 / NEC4) 5. Strong understanding of NEC commercial management, change control and programme management 6. Experience managing minor works across a dispersed estate 7. Sound knowledge of CDM Regulations and strong health & safety leadership 8. Experience working within live, safety-critical or operational environments 9. Ability to manage multiple concurrent work activities with effective programme and cost control 10. Proficiency in Microsoft Office and MS Project (or equivalent) 11. Strong communication skills and the ability to work effectively with client operational teams Desirable Criteria 1. Experience working within the water, utilities or regulated infrastructure sectors 2. Experience of measured term or framework contracts 3. CSCS Black Manager's Card 4. Membership of, or working towards, a professional body (MCIOB, RICS, APM) 5.
