This is a strategic role at the centre of how BT Business defines its future position across the Communities sector. As the Communities Propositions Manager, your primary focus will be local government, alongside supporting across housing and higher education. You will define where we play, which problems we prioritise, and how we turn customer need into scalable, commercially viable propositions. BT Business is at an inflection point - moving from product-led to genuinely customer-led. This role sits at the heart of that shift. You will not be packaging existing products; you will be proactively identifying patterns in customer demand, funding pressures and policy drivers, and translating them into clear propositions that shape roadmap investment and go-to-market strategy.This role requires strong strategic thinking, commercial instinct and the ability to operate in ambiguity. You'll help bring clarity to complex problems and influence direction across the business, and join a team focused on innovation, strategic impact and challenging the status quo - redefining how BT solutions supports communities across the UK. What you'll be doing - Identify scalable opportunities across local government (primary focus), with supporting insight across housing and higher education - Translate customer challenges, funding constraints and policy drivers into clear, compelling propositions - Define propositions end-to-end, including: target segment, problem definition, solution & value proposition, commercial model and pricing approach - Influence product roadmaps and investment priorities, proactively shaping direction rather than reacting to existing plans - Develop propositions that enable joined-up, place-based outcomes across local systems, rather than isolated organisational solutions - Work cross-functionally with Product, Commercial, Sales and Marketing to bring propositions to life - Develop clear, compelling messaging and storytelling for internal and external audiences - Lead go-to-market execution and drive adoption across the sales organisation This is an individual contributor role, but one with significant exposure, influence and accountability. Experience developing propositions, solutions or strategic initiatives in local government or complex public sector environments - Understanding of how local government organisations operate, including funding constraints, procurement approaches, and decision-making dynamics - Stakeholder management skills, with confidence engaging and challenging senior stakeholders - A proven ability to turn complex or technical capability into clear customer value - Commercial acumen: understanding how propositions drive revenue, adoption and impact - A customer-led mindset: starting from real customer problems, not products Desirable Skills / Experience - Background in telecoms, technology, IT, or similarly complex environments - Background working in local government organisations - Understanding of place-based systems and cross-sector collaboration - Experience influencing product or strategic roadmaps - Exposure to innovation-led or transformation programmes - 10% on target annual bonus
